Although he's going to be totally disappointed when he finds out that even once Dingle evolves into a Gyarados, he's not one of the flying types that can actually fly.]

The only problem is finding enough fliers if you move as a group, but luckily the HM itself can be shared as often as you like.

[Which doesn't help much those who find out that their Gyarados or Butterfree can't use it, but.]

How do you know which ones can learn it?

You merely need to break the HM over their head and see if they learn the attack! ...Or the Pokédex can tell you.
